Study on the Implementation of the Regional Development Office of Vale do Tua

In 2007, the Ministry of Economy and Innovation, consistent with the guidelines for the national and community energy policy and environmental development, set the installed hydropower capacity national target in 7.000 MW, to be achieved by 2020.

To achieve this objective, it was prepared in the same year, the National Plan of Hydroelectric Dams with High Potential (PNBEPH), which set the investments in hydroelectric power in the 2007-2020 period. This plan identified the Foz Tua dam as a priority.

As a result, it was released in 2008 the international tender for the allocation of the concession to build and operate the Foz Tua Hydroelectric Utilization (AHFT) to be installed at the mouth of the Tua River.

The study aimed at responding the Environmental Impact Statement (EIS) of AHFT for the presentation of a project of a regional development agency, developed in collaboration with CCDRN, the municipalities and other actors to promote the economic, social and cultural development of the Vale do Tua.

The board of competencies was set as well as the organizational, legal and financial model, focusing on: (i) the type of the company; (ii) the mission; (iii) the duties and responsibilities; (iv) the funding sources; (v) the organizational and operating model; (vi) the statutes, considering the possible different legal forms for the entity.
