Expert Evaluation Network Delivering Policy Analysis on the Performance of Cohesion Policy 2007-2013 (2007- 2011)
The Directorate General for Regional Policy of the European Commission (EC) is responsible for implementing the European Regional Development Fund (ERDF) and Cohesion Fund in the 27 EU Member States. In the 2007-2013 period, these EU funds were about 268 billion Euros, spread over 330 operational programmes, structured around three objectives of cohesion policy: Convergence, Regional Competitiveness and Employment, European Territorial Cooperation.
The specificities and the large number of operational programmes make it difficult to get standard information about the application of these EU funds in the 27 Member States by the Community institutions.
Considering this context, the Directorate General for Regional Policy has created a network of evaluators composed of experts from the 27 EU countries, in order to monitor and systematize the results of the evaluation exercises of community programmes financed by the ERDF and the Cohesion Fund and evaluate the policies of economic and territorial development of each Member State.
This network of evaluators is responsible for producing a thematic policy paper and an annual country report, resultant from using a common methodology for the entire European Union, which includes the analysis of good practices in the evaluation exercises.
